Management Team & Contact

A two-tiered management team is responsible for overseeing and processing the proposed Village of Marble Valley Specific Plan. The first-tier involves a dedicated team of executive leaders from Parker Development Company with more than 100 years of combined experience in the planning and development of large-scale master-planned communities. Each member of the executive team has been involved with the development of the Serrano community in El Dorado Hills for at nearly two decades or more, and they are committed to producing distinctive and vibrant communities that improve quality of life for new and existing residents.

The second-tier consists of a team of well-respected and local consultants providing a range of technical assistance throughout the land planning or environmental review process. Each consultant has been in business for more than twenty years and is a proven expert in their field.

Executive Leadership

Parker Development Company

Bill Parker, President

Bill Parker is president of Parker Development Company. A creative and collaborative community visionary, Bill was drawn to the family business and joined his father, Harold Parker, in developing the award-winning Greenhaven community in Sacramento.

Bill became president of the family business in 1976 and continued to develop large master-planned communities with significant amenities: Riverlake in Sacramento, The Parkway in Folsom, and Serrano in El Dorado Hills. In 1997, Serrano won the National Association of Home Builders (NAHB) National Community of the Year Award. Parker accepted this same prestigious award his father earned 30 years before.

Bill is involved in every aspect of company operations, with a particular emphasis on long-range planning, acquisitions, project development and project construction. He graduated with a degree in Economics from the University of California at Davis. Bill is a licensed California Real Estate Broker and General Building Contractor.

Bill’s professional involvement in regional business and building industry organizations include the North State Building Industry Association, El Dorado County Board of Realtors, El Dorado Hills Chamber of Commerce, Folsom Chamber of Commerce, Sacramento Metro Chamber of Commerce and the Sutter Club, among others.

Kirk Bone, Director of Government Relations

Kirk Bone is director of Government Relations for Parker Development Company. Kirk joined the firm in 1994 as a project manager for The Parkway in Folsom. His previous experience includes managing site development and home construction for two major Sacramento area homebuilders, as well as project management for other master planned communities.

In his current position, Kirk is responsible for relationships with elected officials and related community groups. Specific activities include work on entitlements, financial plans and other activities that require approval of elected officials.

A graduate of the University of California, Davis, Kirk has been active with the Friends of Folsom Parkways, Building Industry Association of Superior California, El Dorado Hills Chamber of Commerce, and the Boys and Girls Club of El Dorado County Western Slope. Kirk currently serves on the Board of Directors of the El Dorado County Chamber of Commerce (President 2009 and 2010) and their Political Action Committee. He also serves as a director on MetroPAC, the political action committee of the Sacramento Metropolitan Chamber of Commerce. In addition, Kirk serves on Citizens Advisory Committees to local government in El Dorado County and Folsom, working on solutions to various issues. During his off hours, Kirk serves on the Board of Trustees for the Episcopal Diocese of Northern California and chairs the School Advisory Committee at St. Mel’s School in Fair Oaks. In addition, Kirk served on the Vestry at Trinity Episcopal Cathedral from 2010 through 2012 and was Senior Warden in 2012.

Tom Howard, Project Manager and Vice President of Construction

Tom Howard is project manager/vice president of Construction for Parker Development Company. In the industry since 1974, Tom’s extensive background in land development and property management for several leading residential building firms in Southern California led him to join the Parkers in 1993. Since that time, he has been involved in and responsible for all aspects of the company’s design, engineering, development and construction-related operations.  He was a member of the Serrano Owners’ Association Board of Directors for 20 years and has been a current member of the Serrano Architectural Control Committee since 1995. Tom oversees all land improvements, infrastructure development and site management of the 3,500-acre Serrano community in El Dorado Hills.

Tom graduated with a Bachelor of Science in Industrial Education from the University of New Mexico and has lived in the Serrano community since 2004. His current professional certificates include a California Real Estate Brokers License, and California State Contractors General Engineering A and General Contractors B Licenses.

Andrea Howard, Principal Planner

Andrea Howard is principal planner for Parker Development Company.  Since joining the company in 1994, Andrea has been involved in various aspects of the organization including residential property management, land planning, entitlements, and construction management and administration.

Andrea is the project manager for current and forward-planning projects. She manages development applications through the municipal approval process, acts as the project team and public agency liaison, represents projects at public hearings, and ensures compliance with project approvals and local, state, and federal laws.

Andrea graduated with a Bachelor of Science in Business Administration, with a concentration in Real Estate and Land Use from California State University, Sacramento (CSUS).  Andrea also holds a Master of Science in Urban Land Development from CSUS and is a licensed California Real Estate Salesperson.  Andrea has lived in the Serrano community since 2005 and is affiliated with various professional organizations including the American Planning Association, Urban Land Institute, and the North State Building Industry Association. In her free time, Andrea supports the non-profit community as a member of the El Dorado Hills Cabinet of the El Dorado Community Foundation and participates on a number of boards of directors, including the Boys and Girls Club El Dorado County Western Slope, Marshall Foundation, and the El Dorado County Economic Development Corporation.

Capitol Utility Specialists (Dry Utility Studies)

Founded in 1993, Capitol Utility Specialists offers a full spectrum of dry utility services including dry utility planning, electric, natural gas and telecom system designs, joint trench composite preparation, contract and fee analysis, and project management. The owner/president has more than 30 years of experience in the utility industry and has managed many large, complex dry utility projects from master-planned communities and residential and commercial subdivisions to corporate centers, industrial parks, multi-family developments, ski resorts, hotels and retail projects.

ECORP Consulting, Inc. (Biological and Cultural Resources)

ECORP has provided a full range of biological and cultural resources management services for both public and private sector clients since 1987. Their staff of aquatic and terrestrial biologists, archaeologists and historic resources specialists is fully versed in procedures to comply with the California Environmental Quality Act (CEQA), Section 404 of the Clean Water Act (CWA), Sections 106 and 110 of the National Historic Preservation Act (NHPA), and other federal, state and local statutes related to biological and cultural resources.

Torrence Planning is a Northern California planning firm with extensive national and international experience in new community planning, and successfully integrates planning, engineering, and landscape design into its land planning solutions.  Charles Torrence, president of Torrence Planning, is an accomplished land planner and landscape architect with more than 35 years of domestic and international experience in the planning and design of new residential communities, urban revitalization plans, regional parks and school facilities. Prior to establishing his own firm, Charles was director of planning for the award winning Berkus Group Architects in Santa Barbara, California where he directed the firm’s new community planning efforts in Asia, Europe and the United States.

Youngdahl Consulting Group has been providing geotechnical consulting services in the Sacramento region and Northern California since 1984. Goodwin Consulting Group (Fiscal and Economic Studies)

With over 80 years of combined experience, the principals at Goodwin Consulting Group have extensive experience analyzing the fiscal, financial, and economic impacts of land development, conversion, and transition. Unlike firms that specialize solely in financial planning for new projects, GCG is also an active participant in the implementation and ongoing administration of financing programs. This difference is critical to ensuring that a project will be feasible from the early development stages through buildout. IFC International (EIR Preparation)

Founded in 1969, ICF International uses interdisciplinary teams and an integrated approach in the offering of services related to California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance. Kent J. MacDiarmid is the principal and founder of The MacDiarmid Company since 1993. He has more than 30 years of experience spanning all aspects of land development and real estate financing including project and consultant management, entitlement processing, infrastructure planning and financing, and environmental documentation and permitting.  Prior to founding the company, Kent was the vice president of community development for a major land development company in the Sacramento area. In addition, his earliest experience includes 10 years in real estate lending and capital investment as vice president of several major lending and capital investment institutions in California.
